Under ICAR's National Innovations in Climate Resilient Agriculture (NICRA), a district-level risk and vulnerability assessment of 651 predominantly agricultural districts, following IPCC protocols, identified 310 as vulnerable: 109 "very high" and 201 "high". Uttar Pradesh (22), Rajasthan (17) and Bihar (10) have the most very highly vulnerable districts. NICRA's direct technical assistance covered 151 districts as of March 2026. The classification is a model-based vulnerability rating, not a record of observed losses. Evidence confidence: High for the classification.
