The Reserve Bank of India's 2019 working group, citing the NAFIS survey for 2016-17, reported that approximately 30 per cent of agricultural households avail credit only from non-institutional sources, and that 28 per cent of the credit requirement was met from such sources. It suggested these may be households borrowing for consumption, or tenant farmers, sharecroppers and landless labourers without records.
